Sheffield Wednesday Confronts Major Issues, Declares New Football Authority

'We are going to be a part of football's future' - independent football regulator David Kogan

Sheffield Wednesday's ongoing struggles are seen as a "serious issue" and the independent regulator is seeking powers to investigate clubs in similar circumstances, its new chair the official has declared.

Through a comprehensive talk, Kogan, who was appointed on Monday, voiced concern towards supporters of the Owls.

The chairman convened with four supporters' associations representing the Championship side in recent days.

The team have been experiencing difficulties in multiple areas in this season, with the club delaying salary disbursements on multiple instances, including in the autumn.

"Clearly Sheffield Wednesday has been a major concern for the league and a significant problem for football," Kogan told.

"Wednesday stands as one of the great brands for football in England and in recent days we have met fan representatives.

"Our aim is to acquire the ability... which will permit us to bring the club and similar situations submitted for our review if they require examination and acted upon."

Financial Struggles and Ownership Situation

Wednesday's embattled owner the current owner suggested earlier this year he would be open to selling the club at the stadium, but he has been unable to finalize an agreement with potential new owners.

Missed wage deadlines on time in March and May led to sanctions by the football authorities in June, preventing the club from carrying out any recruitment activities for the subsequent signing windows, although that restriction was lifted in August.

Authority's Position

Kogan said: "The job [of the regulator] is there for the Owls followers, other clubs in similar situations where fans are dedicated to a regional establishment that has represented their community in multiple situations.

"I have absolute sympathy for Sheffield Wednesday, as I do for every team that since 1992 have gone to the wall, or been close to going to the wall, for factors unrelated to the followers."

Inquired if the oversight body could require an owner to sell a club if they are judged inappropriate, the regulator answered: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we gather the evidence and comprehend the circumstances, we will."

But Kogan stressed that compelling proprietors to divest clubs would be considered the final option and the regulator would prefer to work with them.

"Our least desirable course of action is commence engagement with an specific team, an particular chairman, without being in a position to cooperate with that chairman to fix the problems affecting the organization and the owner's facing," Kogan said.

"In actuality, when you review the record of football, over the last 20 or 30 years there have been certain proprietors, not many, but certain individuals who have acted carelessly in the manner they have operated their clubs and ultimately refuse to accept accountability for the future."

'Mistakes could erase significant advances'

The regulator engaged delegates from multiple organizations to detail the scope of the regulator on Wednesday and stated it constituted a "forward-thinking discussion" with a "high level of engagement" from the National League to the Premier League.

"This position carries substantial significance, because if errors are made, if the sport makes errors, the significant advances achieved might evaporate rapidly," Kogan said.

"This represents everyone's worst fear in the realm of domestic football is a substantial accomplishment - we must maintain momentum.

"Substantial financial resources coming into football and has come into football for the recent generations, because there's no guarantee it will persist in entering the game, which is among the factors explaining I think we have to take a really clear view on challenges and obviously, of the next two or three years."

Top Flight Apprehensions

The Premier League opposed the formation of an authority because of fears of a negative impact on the Premier League's sporting equality, but Kogan said: "I fully support the success and growth as an commercial operation of the top division.

"As someone who appreciates the apprehension regarding damaging the top flight as an elite competition of the nation. But at the same time, if you consult with top flight officials after the recent gathering, they would have had a high level of reassurance -and, in fact, they have been informing us confidentially they have a high level of reassurance."

Political Connections

The chairman continues to confront a "comprehensive investigation" by the Commissioner for Public Appointments after he acknowledged providing funds to the opposition group in recent years.

The chairman donated money to Secretary of State for Culture, Media and Sport the minister's leadership bid, along with that of the now Prime Minister Sir Keir Starmer.

"I have fully disclosed my former ideological connection [with Labour], and that political affiliation came to an end the day the select committee approved my appointment," the chairman stated.

"I am no longer involved in any type of partisan engagement."
